They do research on public attitudes, survey's....development of new research tools...University of Michigan has the Institute of Social Research...they have been gathering info for years...attitudes toward......xxxxx fill in the blank. With that they have also validated new survey tools, and methodologies to collect/analyze data. Rutgers has one focus on Public Policy...so data assists policy makers to formulate new legislation. Many others use data from these centers to write grants (just as they use the data from the Bureau of Census, who collects similar data at a larger level).
